Paraphrasing is taking a phrase and turning it into your own. It involves taking a text and rewording it so that it has the same meaning. Paraphrasing is used as an alternative to quoting. It is encourage to paraphrase sources since it shows that you truly understand the topic being discussed. Please note, that even when paraphrasing you MUST cite your source.
